The Planning Studio was one of the lead urban designers/master planners for the preparation of a development concept for a 16 square kilometer Civic Center and 6 square kilometer Waterfront Resort on the agricultural island of Chong Ming which is located northeast of Shanghai across the Yang Tze River. The development concept covered the design for a new Civic Center for Chen Qiao New Town that was to provide for a population of up 300,000 persons and a prototypical waterfront resort area that would primarily serve residents and visitors to Shanghai.
The Civic Center plan consisted of a massive central park, governmental center, financial/commercial center, high and medium density residential development, and a commercial/entertainment precinct. The plan was structured around a series of canals and waterways which emulated those which already exist on the island. The Waterfront/Resort area included hotels, condominiums, retail commercial centers and a wide range of recreational activities.
